Not allowing to create projects ,programs by selecting template in charter - Showing error on saving the charter.

Steps To Reproduce:

1)Login as Program/Project Manager

2)Click on projects menu

3)Click on New button from the listing

4)Provide the project information

5)Select the template from the dropdown

6)Click on Save button

7)Now observe error - SQL.connection failed.

Description

Not allowing to create projects ,programs by selecting template in charter. Without out template selection it is saving.

This issue occurs when the template contains attachment.
