Equipment: Not able to delete the Utility Equipment

Steps To Reproduce:

1. Login EwQIMS as TPM Module Administrator
2. Click on Equipment menu
3. Select the utility equipment without assign the WO
and assembly line, Non manufacturing line
4. Observe the behaviour

Description

Issue 1: Equipment: Not able to delete the Utility Equipment

Issue 2: Equipment: The deleted Non manufacturing line is displaying in the Equipment tree structure. Once the page was refreshed, it is deleted from the Equipment tree

Issue 3: Equipment Assembly line--> Not able to delete the assembly, it displays alert like "Dependency exists"
