Steps To Reproduce:
1)Login to ewqims application
2)Under Change Management
3)Click on Initiate Change Request menu
4)Select the change category
5)Click on Add Document
6)Select the document
7)Click on OK button(Green)
8)Now Click on Publish
9)Go To Change Request status
10)Select the Change request
11)Observe the status as "Incomplete"
