Steps To Reproduce:

1. Login as auditor
2. Go to closed out page
3. Open the particular audit
4. Set the status as "VERIFIED ONLY"
5. Save the data
6. Now "Submit" is not visible in auditee page
7. But auditor change the status to Validation as "No" and save it along with "Verified as Yes"
8. Again change the status as "Verified as Yes" and save it
9. Login as auditee
10. Open the approach
11. Observe the result
