Steps To Reproduce:
1)Login to ewqims appclication
2)Initiate Change Request
3)In the ECR form (Enable Implementation section - Yes)
4)Click on Publish button
5)Now Go To Project listing screen
6)Select the project
7)Click on charter
8)Provide the project information
9)Click on Save
10)Observe the Result
