If an Inspection is Inprogress its allowing to create a new schedule for Receiving Inspection but not allowing for Final Inspection.Need a common rule set for both the Inspections

Description

For Receiving Inspection,if a schedule is already InProgress its allowing to create a new schedule
But in case of Final Inspection if the schedule is InProgress "Inspection is Inprogress" alert is displayed if user tries to create a new schedule
