Steps To Reproduce:

1. Login to OBOT
2. Select Part
3. Select the PFD document
4. Enter an incorrect part and check status
5. Blank the part number and check

Description

The rule is given as"Part number matches with PSW" but it is accepting any values . Validating only when it is blanked out
