Steps To Reproduce:

1.Enter URL 192.168.100.249/EwQIMS1
2.Login as user
3.Request a Document with level contain route as "Assign by admin"
4. Assign Route
5.Publish the document
6.Select Documents
7.The published document is not displayed
8.Go the Document manager
9.Right click and check the Access for Site
10.The rights for the Document is unchecked.
