Not able to create site in http://192.168.100.50/EwQIMS_Inst1 - Blank DB . it is allowing to save only as region in suite - > entity.

Steps To Reproduce:

1)Login as Suite Admin
2)Click on Entity -> Setup tab
3)Select the entity and click on New entity
4)Enter the data
5)Click on Save
