Steps To Reproduce:

1)Login as Project Manager/Resource
2)Open the project
3)Select the deliverable and click on deliverable info
4)Go To General Tab
5)Without entering notes click on submit
6)Observe the result

1)Without entering the data also it is allowing to submit and displaying the the blank record. Prompt an alert to enter the notes
2)Clicking on Notes icon for the resource no response.
