Steps To Reproduce:

1)Access http://192.168.100.249/EwQIMS_Inst
2)User Will be scheduler having Module Admin rights
3)click on Customize Email Messages
4)pick the language from the drop down
5)shows "user defined 2","User defined 3"

where language pack is not added to the instance
