Deletion request is not working as expected for aqua publish

1, Login as PM
2. Select a project
3. Click on deliverable info
4.Set Approver ,Attach aqua input and publish
5.Delete the document and check

Description

Deletion is not working as expected for aqua publish- Able to delete the document without sending deletion request to the approver

The Delete icon is showing up before approving the document.
