Https/http: Blank site(New build)-->When clicking on Problem master menu, it displays blank screen. Once the page was refreshed, it showing the menu details.

1. Login EwQIMS as TPM Module Administrator(New Site- Blanks site)
2. Click on Problem master menu
3. Observe the behavior
