Manufacturer/Supplier/Vendor/Customer - In the Address field, If the State Dropdown is empty, then a Blank box is displayed.

Steps To Reproduce:

1.Login as Suite Administrator

2.Select Manufacturer/Supplier/Vendor/Customer from Systems menu

3.Add all Mandatory details and Click on address field

4.Select the Country that does not have State and City in it

5.Click on the State dropdown and Observe the listbox

6.Click on the City dropdown and Observe the listbox
