SEooC and Item Details - After adding the Data in SEooC and Item Details Text fields and the removing it is not working as expected.(Refer Steps and Description)

Steps To Reproduce:

1.Login as FST Module administrator

2.Select any PI and click on SEooC or Item Details

3.Add some data in the Text field and click Submit button

4.Revisit the page and Remove the added data and click submit button

5.Again Revisit the page and Observe the text field

Description

Once the data is added, it cannot be Edited/removed completely. It should either changed or left with atleast one character.
