Mails are not listing under batch manager:When no routes are assigned to MSAPro module then the mail should be generated , when the Gage is created and initially scheduled

Steps To Reproduce:

1)Login into EWQIMS Application
2)Select MSA Module
3)Go To MSA-SET-UP TAB
4)Click on Gages menu
5)Select the TYPE
6)Click on NEW button
7)Create and Schedule a gage and SAVE
8)Go To SUITE
9)Go To Escalation Settings TAB
10)Click on Batch Manager menu
11)Click on Jobs TAB
12)Search for the Gage
13)Observe the result

Description

When no routes is assigned to MSAPro module then the mail should be generated , when the Gage is created and initially scheduled.
Mails are not listing under the batch manager.

Note:When the Reminder and Escalation routes is assigned,MAIL is generated
