Steps To Reproduce:
1.Request for a new document without attaching the doc. request a doc by the user who has request rights
2.It will go to approval
3.There are 2 users in the approval process
4.Login as approver A and select wait for a document
5.Now login as approver B, the document should not be displayed in the actions list, but its displaying and the approver can reject the doc

Description
Wait for a doc: Document approval action for other approvers should not be displayed when any of the approver selects wait for a document option
Due to this the other approver can reject the doc and the document history has 2 different status
