Steps To Reproduce:
1.Login as RFD Module Administrator
2.Click on Main and click on any PI
3.Click on RFD icon and Select Bill of Material
4. Add PI name Where the Focus set in global
5.Click Create button
6. The New Production Item is not Created under Global.

Description
BOM element created under any PI is created as a child element for that PI in Parent part hierarchy even if the Focus is still in Global PI.
Issue occurs in VDA and RFD
