Enable Download Output Document is not working as intended

Steps To Reproduce:

1.Login as Project manager
2.Select a Project
3.Select any deliverable and attach input and Output document
4.Click on Output attachment

Description

Even after enabling "Enable Download Output Document" the output attachment is not downloading, Just showing popup for open/save only(ie,same behavior as in the disable option) only for Project Owner. It is working fine with Resource login.
