Steps To Reproduce:

1. Login to EwQIMS
2. Navigate to APQP Module.
3. Create a pillar and set Pillar approval to yes and set Pillar route.
4. Create a project charter under this pillar and click on 'Save' button.
=> Project charter is not getting saved.

Not reproducible in another Instance(http://192.168.100.249/EwQIMS3​ - Blank DB) and also in Cycle 5 build.
