Steps To Reproduce:

Login supplier portal
Create a supplier
Add two parts for same plant (eg MI)
Click location
Create an address for MI annarbor and create a user & save
Click on second part location
Add different address but same state MI and city ann arbor
Click on contact to create user
Enter details in create new user page and save
Observe,
Data not save error message is displaying
