Under folder management New option is not available for Parent level having create sub-level option, for users having only Create Subfolder rights

Steps To Reproduce:

1.Login to Docpro with user having only Create subfolder rights
2.Click on Folder Management
3.Select any level
4.Do right click
5.Observe result

Description

Created a parent and child level and provided sub-level creation option for both the levels.But in folder Mgnt New option is available only for Child Level
