closedAdvanced search: Select level popup shows the level based on the attach rights of the folder. It should show the folder based on document rights as per TOC not based on folder management rights

Steps To Reproduce:
1.Create a folder and give no access for doc creation and view access for doc access for the user say User A
2.Publish the document for the folder by the user who has attach rights for the folder say user B
3.Login as user A who has access rights for the document
4.Click on advanced search
5.Click on select level popup
Level is not displayed
