Steps To Reproduce:

1. Log in as Admin.
2. Create new concern.
3. Go to Initial evaluation.
4. Fill all mandatory fields.
5. Click on submit.
6. Click ok and Observe.

Description

Cant able to submit he concern from Initial Evaluation page. Clicking on submit shows Champion not assigned alert. But actually champions are already assigned.
