Steps To Reproduce:
1.Login to Ewqims as user who doesnt have attach rights
2.Go to Doc pro
3.Select the sublevel and request a document
4.Assign author and attach the document
5.Click on Documents , sub level is not displayed
6.Click on Document Management
7.Select the level, Document is displayed
