1.ITAR ITAR to Non ITAR conversion(For admin login): When the ITAR user has any pending actions, then the system allowing to change the ITAR user to NON ITAR user. 2.(For user.(For other ITAR module admin, the ITAR checkbox is not clickable. Need some identification on this 3.ITAR to NON ITAR conversion: Should not allow the user to change from ITAR to NON ITAR if the ITAR user is part of Doc Pro routes
