Steps To Reproduce:

1.Login to Ewqims
2.Go to Doc pro
3.Create one round of route which consists of 2 non mandatory approvers say App1 and App2 and map this route to level1
4.Login as App1
5.Click on new document request and select the level as level1
6.Attach the document and continue
7.Requested document should not go to App2 for approval
