New:Document Management->Move documents->All folders should be displayed in folder selection when a document is tried to move from one folder to another. (same for doc integration select level)

Steps To Reproduce:

1. Login as Module administrator and click on Docpro
2. Click on Document Management
3. Click on the level selection icon to Move a document

Issue: The level which does not have Document Access right is not displayed in Level selection pop up. It should display all levels.

A QMS folder is not displayed for the user Smitha Vinod since the group inwhich she belongs does not have access to the folder.
