The document is published evenif it is terminated when in inconversion status. When published again there will be 2 documents with same revision numbers

Steps To Reproduce:

1.Log into Aquapro and publish a document from Aqua.
2. After the approval process, the document will be in In conversion status.
3. Log in as Docpro module admin and click on Administrator Actions.
4. Click on the Terminate button

Issue: Even if the document is terminated, it gets published. If published again the same document, the revision number will be the same as that o the terminated one.
