openMultisite - When a site is deleted , the site name is removed from the project listing page and program listin page and user belonging to that particular site cannot login. Could not archive the project from another project owner

Steps To Reproduce:
1) Create multiple sites
2) Assign users for different sites say USA and china
3) Login as the China user and create a project for China site
4) Login as the USA user can create a project in USA Site
5)Login as admin user and Now delete any site, say CHina
6)Login as the China user, the user will not be able to login
7) Login as the USA user, the site name will not be listed in the listing page
