Assign Department - While changing the primary contact person of one department its getting affected in other department.

Steps To Reproduce:

1) Login to EwQIMS Application.
2) Click on Setup menu -> Click on Assign Department submenu.
3) Select "is a site" as Yes.
4) Click on Search button -> Right click on one department name _> Assign the user as primary contact person.
5) Right click on second department -> Select the primary contact person different than first department.
6) Change the primary contact person in first department.
7) Observe the primary contact person in 2nd department.

Description

Assign Department - While changing the primary contact person of one department its getting affected in other department.
For other department it is disabling the primary contact person. Also if the same user is available in 2 departments
and if we select that user as primary contact person in one department then it is getting enabled in other one too.
