Steps To Reproduce:

Login to Docpro
Create a folder and assign a level owner
Set a route for that folder
set request right for the user
Create a new document request
Login as approver and approve the document
Login as level owner to actions management page and try to assign author

As per the dev team this is not showing as this is a part of Admin action as well. But this needs to be displayed any way. How ever we are in the last cycle and need to release the product moving to this to the future release.
