In Some of the pages multi language labels are not converted in Chinese and Spanish.

1. Log in as Admin.
2. Go to desired menus.
3. Observe the result.

Description

1. In Competency page, all the menus if the user enters Chinese character, it shows as Question Mark.
2. Comp Eval -- Update competency label
3. Comp Eval -- Certification and research label not converted.
4. Comp Eval -- Update competency -- Alert
5. Comp Evaluation -- process Competency label not changed.
6. Deploy goals -- Select goals label missing
7. Job Req --> Add -- >Master List Label.
8. Job Req --> Add --> Requirements label.
9. Multi-language search is not working in goals and obj page.
10. Training request -- My training req label
11. Training series header shows some numbers in spanish
