Steps To Reproduce:

1.Login as BOSS Admin
2.Click on "Activities" tab
3.Click on "Proposal Rating" link
4.Enter the data on "Duration" ,"Rating" and "Team" field without adding /selecting proposal

Description

Proposal Rating-> The system should allow to enter data on "Duration" ,"Rating" and "Team" field based on Proposal name only. Without selecting / adding proposal, the system should not allow to enter data.
