Steps To Reproduce:
1)login to module as auditor
2)pick the respective audit
3)click on upload audit record
4)Fill all the mandatory fields
5)try to attach Attach Evidence (Opt) without selecting parent level in business rules
6)the attachments are getting attached but not able to get "view" hyper link on the screen

It is Not an Issue it will throws an alert when we trying to open the Upload NC Upload Ofi button itself. If the parent level is not selected it will restrict the "Upload NC/ Upload Ofi" to open the page.
