Steps To Reproduce:

1.Create a Route with 1 Round of 1 Mandatory + 1 Non-Mandatory Approver
2.Map the created Route to a Level
3.As Requester upload Document in the Level
4.Login as Mandatory Approver and Approve the Document
5.Document should be published. but it's not working

Description

Route Approval - 1 Mandatory + 1 Non-Mandatory Approver - When Mandatory Approver Approves, Document is not Published.
Document should be published since the 1 Mandatory Approver Approved the Document. But it stays in Pending Request Action
