Steps To Reproduce:

1. Log in to the RFD.
2. Select the Stakeholder Requirements.
3. Select the Production Item.
4. Send the Requirement for Review.
5. Review the Requirement.
6. Click on the Submit button without adding the comments.
7. Observe the result.
