Steps To Reproduce:

1.Login as Docpro user
2.Go to TOC
3.Click the change Request
4.select the Participants(Training users and Position users)
5.attach the document and continue
6.go to Action management
7.Click the Document Training request
8.Selected new participants are listed
9.check in the "Select Previous participants", New participants are removed instead of adding both( Previous and new)
