Steps To Reproduce:

1.Login as user
2.Initiate the document from new document request
2.initiate the training request from Document training request
3.Go to Records
4.change the status as Scheduled into InProgress
5.Go to TOC Documents menu
6.select the document and Click the Change request
7.the restriction alert was not shown in change request screen
