openAPQP CM Integration project Level issue - See description

1,Login to the application as admin
2. Create a level in and mark inuse
3. Navigate to Change management > Business Rule> Levels
4. Select the folder against project level
5. Initiate a change request with project and publish
6. Navigate to Suite
7. Delete the level
8. Navigate to project Management-> Projects and open.
9. OR Open the project from Change request status
10 Publish the project plan or charter
11. CHeck for the response
Description
System is allowing to delete the level selected for projects in CM until the plan is not published. As the level deleted manually after creating an APQP project from change request. The system doesn't allow to publish the charter and plan hence it blocks from proceeding with that project.
(Level can be deleted because, for a project created from CM the charter will not get published to docpro, so it allows to delete the level before plan publish).
