Steps To Reproduce:
1. Login as CM admin
2. Navigate to change management setup
3. Enable Mandatory change title Business rule
4. Initate a new request for VR form
5. Click on publish to publish the form
6. Check for the behavior

Description
VR Form- If the mandatory change title Business rule is enabled then it is not allowing to publish VR form. Alert showing to enter the VR number as it is the mandatory field
