closedFSR - The same Function and Requirement are used for two ASILs, and when right-clicking on the ASIL to deallocate it, the 'Allocate ASIL' context menu is displayed instead of 'Deallocate ASIL'.

Steps To Reproduce:
1. Log in to the FST.
2. Select the FSR.
3. Select the PI.
4. Add the Function and Requirement.
5. Allocate the ASIL to the child elements.
6. Add the same Function and Requirement for another ASIL.
7. Right-click on the allocated ASIL.
8. Observe the result - The 'Allocate ASIL' context menu is displayed instead of 'Deallocate ASIL'.
