Steps To Reproduce:

1. Log in to the FST.
2. Select the Requirements Document.
3. Select the PI.
4. Right-click on the Requirement and select Send for review.
5. Add the External Reviewers and send for a review.
6. Right-click on the requirement and select submit.
7. Observe the result - The Administrator reviewers displayed twice.
