Steps To Reproduce:
1. Log in to the RFD.
2. Select the Requirements Document.
3. Select the PI.
4. For the first VOC, add one function and two requirements, and allocated two elements for the second requirement.
5. For the second VOC, add one function and one requirement, and allocated four elements.
6. Deallocate two elements from the second VOC.
7. Observe the result - The alignment issue occurs.

Description
- For the first VOC, added one function and two requirements, and allocated two elements for the second requirement.
- For the second VOC, added one function and one requirement, and allocated four elements.
- After deallocating two elements from the second VOC, an alignment issue occurred.
