Steps To Reproduce:
1. Login to the application as PM
2. Set the user preference with YYYY/MM/DD Format
3. Navigate to EVAV platform
4. Selct Project Management-> Projects
5. Open a project
6. Check for the date field in the gantt page
7. Click on the Deliverable approval icon
8. Check for the awaiting approval document for the PM

Description
When the user preference is set as YYYY/MM/DD Format then
1. The gantt page scheduled dates are showing with wrong date
2. Bulk Approval from the Gantt page is not showing data
