openUpdate Competency action is not taking Past dates as Competent Date

Steps To Reproduce:
1. Login as PM
2. Open any project charter where Roles added in the charter template
3. Click on Roles section's competency icon (if it is not there, add New role and click on the icon)
4. Competency Popup will open
5. Select any user for verifying Detailed Competency Evaluation
6. Check Update Competency button's functionality

Description
Cannot take Past dates as Competent Date while doing Update Competency action from the second time onwards. For the first time can be able to give past dates. If try to update it again only accepting current date or future dates.
