closedIFM - Inserted two Function branches, and for the second branch, inserted a Requirement branch without adding the Function and able to add the Requirement and allocate it, but after refreshing, the branch vanished.

Steps To Reproduce:
1. Log in to the RFD.
2. Select the IFM.
3. Select the PI.
4. Insert a Function Branch without adding the data and insert another branch.
5. Add the Requirement for the second Function double-click and add the Requirement without the Function.
6. Able to allocate for the Requirement after refreshing the branch vanishes.
