Steps To Reproduce:

1. Log in to the FST.
2. Select the FSR.
3. Select the PI.
4. Add one Function and Requirement.
5. Add the Requirement for the blank Function.

Description

1. Able to add the Requirement without the Function, after Refresh the Requirement is added for the Existing Function.
2. The Requirement is duplicated for all the Functions in the VOC.
