openTOC - "Record" option is Not Showing on the Document for the User with View Only Record Access Rights.

Create a New Level - By Default it will have Record Access as "View" in Site/Group/User
1.New Doc Req - Upload a Document in the level.
Login as Other User who has Full Access Rights given in Rights for Users.
1.Navigate to TOC - Select the Level.
2.Right Click on the Document Number Link - Select "Add Records"
3.Select the Attachment, Enter Description - Click Continue.
Now Login as User with View Record Rights.
1.Navigate to Documents - TOC - Click on the Level.
2.Right Click on the Document Number - "Record" Option is not showing - FAIL
3.Click on the Document Number - Click on Document Information - "Record" Option is not showing - FAIL
4.Click on Documents - Records Menu - Records are Showing as Expected - PASS
Description
For the User with View Only Record Access Rights, Documents-TOC - "Record" option is Not Showing on the Document in Right Click Options and in Document Information Options.
Note: In Documents - Records Menu - User with View Only Rights can view the Document as Expected.
