Steps To Reproduce:

1. Initiate a Change request
2. Set an approval for the CR
3. Check for schedule project inside the form
4. Publish the form
5. Approve the request as approver
6. CHeck for the project created as a part of CM
7. Publish the charter
8. Observe the approval

The Category Approver selected in the CM setup is applicable for the Project plan approval (Gantt), It is not applicable for the charter.
For the Adhoc approval the route is not applicable.
